Julie Stowe does amazing work with Flash. See the link to her websites on the left. Julie will sometimes use Flash to create interface art - combining raster and vector graphics. After designing an interface in Flash she will export the entire interface design as a jpg or png file. Then she will start a new Flash file and import her single interface graphic and build interactivity on top of it, which may include additional graphics. This strategy helps reduce the visual complexity with so many layers during project development.
